Quantum Sky is searching for a Business Development Enablement Analyst (Level 3) to build and run the front end of our BD operations: the SharePoint environment BD and capture teams work in, the Gate Review governance process that keeps pursuit decisions disciplined, and the training and onboarding that gets new staff productive quickly. This is an experienced individual contributor role. The analyst works independently on well-defined projects, designs and rolls out process improvements, and is a go-to resource for BD and capture staff. The role reports to the Growth Enablement Manager. Responsibilities will evolve with business needs, and the analyst is expected to take on new projects and focus areas as priorities shift.
Responsibilities:
SharePoint site development
- Design, build, and maintain the BD and growth SharePoint sites, including page layouts, navigation, document libraries, metadata, and permissions.
- Organize content so staff can find templates, guidance, past gate packages, and pursuit information without asking for help.
- Manage version control, retention, and access standards, and run periodic content reviews to remove outdated material.
- Gather user feedback and usage patterns, and improve the sites based on what teams actually need.
- Build simple workflows and lists (for example, request intake and tracking) to replace email and spreadsheet processes.
Gate Review governance
- Schedule Gate Reviews, coordinate attendees and reviewers, and make sure packages arrive on time and complete.
- Maintain gate templates, criteria, and checklists, and confirm submissions meet standards before review.
- Capture meeting debriefs: decisions, conditions, action items, owners, and due dates, distributed promptly after each review.
- Track actions to closure and report on gate cadence, outcomes, and overdue items.
- Keep a clean record of gate decisions for each pursuit so leadership can audit the history.
Process design and implementation
- Partner with the Growth Enablement Manager to document current BD processes, identify gaps and inefficiencies, and design improved workflows with clear roles, inputs, and outputs.
- Draft procedures, templates, and quick-reference guides, and pilot changes with a small group before wider rollout.
- Coordinate implementation, communicate changes, gather feedback, and measure adoption.
- Maintain a log of process improvements and open requests, and recommend priorities.
Training and onboarding
- Partner with the Growth Enablement Manager to develop and maintain the onboarding plan for new BD and capture staff.
- Facilitate onboarding sessions covering tools, templates, the gate process, and the SharePoint environment.
- Develop and maintain training materials, including short guides, recorded walkthroughs, and slide decks.
- Conduct refresher sessions when processes or tools change, and track training completion.
- Serve as a first point of contact for how-to questions from BD and capture staff.
- Take on additional projects and responsibilities as business priorities evolve, as assigned by the Growth Enablement Manager.
Core competencies
- Process thinking: sees how work actually flows, finds the friction, and designs simple, repeatable fixes.
- Follow-through: tracks details and drives actions to closure without constant reminders.
- User focus: builds tools and training around what BD and capture staff need, and checks that they work.
- Facilitation and communication: runs meetings, writes clear debriefs, and explains process changes in plain language.
- Influence without authority: earns adoption from busy pursuit teams who do not report to this role.
- Independence: manages a project from request to rollout with light direction.
- Adaptability: welcomes new priorities and picks up unfamiliar tools, processes, and responsibilities as the business changes.
Success in the first 12 months
- The BD SharePoint site is organized, current, and the first place staff look for templates, guidance, and gate history.
- Gate Reviews are scheduled on a predictable cadence, packages arrive complete, and debriefs go out within a day or two of each review.
- Gate actions are tracked to closure, with a regular report on outcomes and overdue items.
- At least two process improvements are designed, piloted, and adopted, with documentation in place.
- New BD and capture staff complete a structured onboarding and report that they are productive faster.
- Training materials are current and easy to find, and how-to questions to the manager drop.
Reporting line and key partners
The role reports to the Growth Enablement Manager and works within the Growth Strategy & Analytics organization. Key partners include:
- BD and capture leads, who rely on the gate process and the SharePoint site
- Proposal and program staff, who contribute to gate packages
- Operations team members who manage CRM, data calls, and reporting
- Executive reviewers who sit on Gate Review panels
This description reflects current priorities. The role is expected to evolve as business needs change, and duties, focus areas, and reporting relationships may be adjusted accordingly.
