Description

Quantum Sky is searching for a detail-oriented, collaborative Business Intelligence Analyst (FM/EDW Business Analyst) to support the Defense Health Agency (DHA) E-Commerce Operational Systems Support (EOSS) contract in Aurora, Colorado.

In this role, you will serve as the functional linchpin between operational stakeholders and technical engineering teams across the enterprise. You will analyze, document, and manage business and system requirements bridging the DHA Financial Management suite—centered on Oracle Federal Financials (OFF R12)—and the Enterprise Data Warehouse (EDW) business intelligence data marts.

Your day-to-day focus will center on capturing business needs from DHA Contract Resource Management (CRM) financial managers, translating federal statutory mandates into system requirements, conducting rigorous cross-system gap analyses, maintaining end-to-end traceability, and supporting user acceptance testing across reporting repositories such as the Financial Reporting Data Mart (FRDM / Contractor Resource Center), Operations Reporting Data Mart (ORDM), Pharmacy Reporting Data Mart (PRDM), and the Capital and Direct Medical Education (CAP/DME) reporting area.

Responsibilities:

1. Requirements Discovery & Comprehensive Gap Analysis

  • Actively interface with DHA CRM financial managers, DHA Office of General Counsel (OGC), and operational users to identify business problems and elicit functional system needs.
  • Conduct comprehensive cross-system gap analysis whenever changes occur (e.g., analyzing how upstream configuration or accounting rule adjustments in Oracle Federal Financials affect downstream EDW staging, archival layers, and data mart reports).

  • Provide business analysis and requirements definitions for reporting reconciliations, data discrepancies, and workflow improvements.

2. System Requirements Documentation & RTM Governance

  • Author, maintain, and update formal System Requirements Specifications (SRSs) for DHA ECS applications and operational interfaces (CDRL 0010), coordinating reviews to secure formal Government Contracting Officer Representative (COR) digital signatures.

  • Build and maintain a bi-directional Requirements Traceability Matrix (RTM) for each application release, establishing complete traceability from initial stakeholder requirements through design specifications, software version builds, and test cases.

  • Attach approved requirements packages and RTMs to Change Requests within the Solutions Business Manager (SBM) and Quality Center (QC) repositories to facilitate review by the Configuration Working Group (CWG) and Configuration Management Board (CMB).

3. Federal Mandates & Enterprise Initiative Analysis

Provide dedicated business analysis, functional data modeling, and test coordination for key contract initiatives:

  • Government Invoicing (G-Invoicing): Analyze Intragovernmental Transactions (IGT) Buy/Sell business rules, General Terms and Conditions (GT&C), orders, performance, and fund settlement integration with OFF.

  • BEA SFIS, Data Act & SLOA Compliance: Perform annual business analysis of the DoD Business Enterprise Architecture (BEA) standard release; define system and reporting changes required to sustain Standard Financial Information Structure (SFIS), Data Act, and Standard Line of Accounting (SLOA) compliance across OFF and EDW.

  • Central Accounting Reporting System (CARS): Define functional requirements for ingesting and processing the CARS Transactional Data Extract (CTDE) within OFF and EDW to automate daily cash and disbursement reconciliations for Agency Location Code 97000012.

  • Line of Accounting (LOA) & Common Cost Accounting Structure (CCAS): Perform functional requirements discovery and document data dictionary additions across OFF and EDW to support cost accounting reporting.

  • TRICARE Encounter Data System (TEDS) Interface: Analyze updates in TEDS healthcare and pharmacy claims records, mapping schema changes to OFF claims processing extensions and EDW reporting repositories.

  • Capital and Direct Medical Education (CAP/DME): Support functional analysis, data ingestion validation, and specialized financial reporting for CAP/DME data submitted by Managed Care Support Contractors.

  • CRM System Integration Test (CRMSIT): Collaborate directly with the CRM Financial Manager during biennial CRMSIT testing; identify specific test claim scenarios, define modified TED record values, and analyze payment calculation results.

4. Testing, User Acceptance & Defect Management

  • Collaborate with Quality Assurance and Test Engineers to translate functional business requirements into rigorous test scenarios and scripts within HP Quality Center (QC) / ALM.

  • Support Government User Acceptance Testing (UAT): assist users during test execution, capture test artifacts/screenshots, validate business logic, and help classify test defects as major, moderate, or minor.

  • Verify that software modifications fully satisfy documented business requirements prior to CMB approval and production deployment.

5. Reporting Validation & User Enablement

  • Validate ad hoc queries and standard reports generated via Oracle Analytics Server (OAS), BI Publisher, and SplashBI to ensure business logic accuracy and accounting integrity.

  • Assist in developing application user training materials, user guides, and Standard Operating Procedures (SOPs) to support financial and operational users across DHA commands and MTFs.

  • Ensure all functional reporting outputs adhere to Section 508 and WCAG 2.1 Level AA accessibility criteria.

Qualifications
