Description

Quantum Sky is searching for a Contractor Special Access Program Security Officer to support a Government Program Office in Philadelphia, PA.

 

The Contractor Special Access Program Security Officer (CSSO) will support Program Security Operations; oversee all security aspects related to Program Management Office (PMO) and challenging testing environments. The CSSO will work to ensure compliance with all programmatic requirements and Government regulations, including but not limited to 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, Joint SAP Implementation Guide (JSIG), and related Intelligence Community Directives. Work is 100% on government site location.

 

Responsibilities:

  • Assist in the oversight and implementation of security requirements for a government Program Management Office (PMO) and various test locations, utilizing 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, related Intelligence Community Directives, and Joint SAP Implementation Guide (JSIG).
  • Provide personnel security administration and documentation support, to include access requests and security indoctrination briefs.
  • Partner with personnel across functional organizations in support of PMO objectives, while ensuring compliance with US Government directives and policies.
  • Manage the classified document control system within the PMO.
  • Provide access control of PMO facility, including adherence to physical security protocols, maintenance/procurement of security equipment, visitor access/escort control and visit certification processing.
  • Interface between the PMO and various organizations, including resource sponsors, acquisition entities, security organizations, technical/design agents (field activities, R&D agencies, test facilities), Program Executive Officer (PEO) staffs, fleet activities and vendors/contractors.
  • Develop and implement local Standard Operating Procedures (SOPs), processes and procedures to ensure continually high compliance levels and efficient operations.
  • Perform annual self-inspections, evaluate findings, and direct the implementation and re-evaluation of the corrective action(s).
  • Provide security support during Government inspections.
  • Assist in the investigations of security infractions/violations and associated corrective actions.
  • Collaborate with and assist cybersecurity with implementation of JSIG requirements.
  • Inspect and maintain secure facilities in accordance with ICD 705 standards.
  • Coordinate maintenance support for the government facility.
  • Function as the lead point of contact for conference room scheduling, video teleconference (VTC) operations.
  • Submit and track trouble tickets to maintain operation of Program Office IT, VTC, data processing, and facilities equipment.
  • Expect some travel in this position (10%), both local and out-of-area.

Qualifications

Required:

  • Associate’s Degree or higher required.
  • Three (3) or more years of experience in support of a DoD program office.
  • Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels. Briefing experience. 
  • Ability to multi-task in a dynamic environment in support of numerous projects with a demanding workload and provide rapid responses to short-fused tasking.
  • High proficiency with Microsoft Office Suite, web-based applications and databases.

Desired:

  • Bachelor’s degree.
  • Familiarity with DoD and U.S. Navy organizations and functional missions.
  • Completion of community-recognized certifications and coursework consistent with responsibilities and level of experience

Clearance:

  • Current active Top Secret clearance (Tier 5 investigation) as reported in DISS.

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $80,000-$95,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
